Job Title: Procurement Analyst III

Location : Huntsville, AL- Redstone Arsenal (On-site)

Duties & Responsibilities

Procurement & Contract Support (Primary Focus)

  • Provide procurement support including issuance of Requests for Quotes (RFQs) and Requests for Information (RFIs).
  • Conduct market research to support acquisition planning and strategy development.
  • Develop Contract Requirements Packages (CRPs) and associated acquisition documentation.
  • Coordinate with contracting officers, Contracting Officer Representatives (CORs), program managers, and other stakeholders throughout the procurement lifecycle.
  • Track procurement actions and contract execution status to ensure timely processing and compliance.
  • Maintain procurement documentation and contract files; experience with Paperless Contract Files (PCF) is a plus.

Financial Management & Budget Execution

  • Oversee all aspects of financial management from receipt of funds (e.g., GFEBS, MIPRs, 7600A, AMC 1095s) through liquidation of obligations.
  • Support budget formulation and execution in accordance with federal financial management regulations and DoD policies.
  • Utilize GFEBS to input, track, reconcile, and report financial data, ensuring data integrity and compliance.
  • Create and manage Purchase Requisitions (PRs) and Purchase Orders (POs) in GFEBS.
  • Monitor status of funds, track commitments and unliquidated obligations (ULOs), and ensure proper execution of appropriated funding.
  • Assist in preparation of budget justifications, spend plans, unfunded requirements, and financial reports.
  • Support audits, reconciliations, and year-end closeout activities.
  • Provide recommendations on financial systems and process improvements.

Coordination & Stakeholder Engagement

  • Collaborate with leadership, program managers, and financial stakeholders to align procurement and budget execution with mission objectives.
  • Coordinate customer funding activities including collection, tracking, and execution.
  • Prepare and deliver financial and procurement status briefings to stakeholders.

Requirements

  • Bachelor’s degree in Business, Finance, Accounting, Public Administration, Engineering, Education, or Science.
  • Minimum of 6 years of relevant experience in procurement, contracting support, and/or financial management.
  • Extensive, hands-on experience with GFEBS is required, including budget execution, obligation tracking, reconciliations, and reporting.
  • Strong understanding of DoD acquisition processes and financial management regulations.
  • Experience supporting procurement documentation, market research, and acquisition planning.
  • Proficiency in analyzing financial data and reports.
  • Excellent communication and presentation skills.
  • Ability to work independently and collaboratively in a fast-paced, deadline-driven environment.
  • Proficient in Microsoft Excel, PowerPoint, and related tools.
  • Experience with Paperless Contract Files (PCF) is a plus.
