Waggoner Engineering, Inc. is hiring a Resident Project Representative (RPR) for Birmingham, AL . The RPR acts as the on-site representative of the Construction Manager (CM) and Owner, providing observation and coordination throughout the construction phase. Operating under the direction of the CM, the RPR serves as the liaison between the Contractor, CM, and Owner to ensure the project progresses in accordance with contract documents and project specifications.

This position requires excellent communication skills, a detail-oriented mindset, and a solid understanding of construction processes, inspection practices, and contract administration. The RPR plays a critical role in ensuring project quality, compliance, and coordination from start to closeout.

Your Primary Responsibilities will include

1. Liaison and Coordination

  • Serve as the primary on-site liaison between the CM and the Contractor, working closely with the Contractor’s superintendent.
  • Assist the CM in communicating the intent of the contract documents to the Contractor and in resolving coordination issues affecting Owner operations.
  • Facilitate communication between the CM, Owner, and Contractor, particularly for Maintenance and Operations (MOPO) scheduling.
  • Coordinate with the Owner to obtain necessary clarifications or additional information for proper execution of work.

2. Submittals and Samples

  • Notify the CM upon the delivery of samples or materials to the site.
  • Monitor the commencement of any work requiring an unapproved Shop Drawing or Sample and report such occurrences to the CM.

3. Observation and Testing

  • Observe and report on the work in progress to ensure general compliance with contract documents.
  • Be present on-site whenever the Contractor is working, and notify CM and Owner if work is scheduled outside of regular hours.
  • Report defective, unsatisfactory, or non-compliant work to the CM, and recommend corrective actions.
  • Coordinate startup activities, testing, and Owner training, ensuring proper documentation and reporting.
  • Facilitate and record inspections by public agencies and notify the CM in advance of such visits.

4. Interpretation of Documents

  • Alert the CM when clarifications or interpretations of contract documents are required, and convey responses to the Contractor as directed.

5. Change Management

  • Review and evaluate Contractor-proposed modifications and provide recommendations to the CM.

6. Site Documentation and Records

  • Maintain organized records of correspondence, submittals, meeting notes, test results, drawings, and change orders.
  • Document daily contractor activities, weather conditions, site visitors, and notable events in a Daily Report within the Project Management Information System (PMIS).
  • Maintain current record drawings, capturing all field changes and utility locations, and update them daily. Compare with Contractor’s record drawings upon project completion.
  • Track and document Time and Materials (T&M) work, coordinating with the Contractor to gather supporting information.
  • Take and archive high-resolution photos of the project, capturing installed materials and buried components.

7. Reporting

  • Submit daily and periodic reports on project progress, including observations, test results, and safety incidents.
  • Report test results and inspection outcomes to the CM by close of business on the day of occurrence. Notify CM immediately of any failed tests or significant issues.
  • Maintain and organize all Contractor daily reports and prepare weekly photo logs in both PDF and JPEG formats.

8. Payment Review

  • Assist the CM in verifying Contractor’s monthly pay applications by evaluating work completed and materials stored on-site in relation to the Schedule of Values.

9. Closeout Support

  • Verify that operations and maintenance manuals, certifications, and related documents comply with contract requirements and are submitted prior to final payment.
  • Assist in preparing and verifying punch lists prior to Substantial and Final Completion.
  • Confirm that all punch list items are addressed and provide recommendations to the CM regarding final acceptance of the Work.

Limitations of Authority

The RPR shall not provide direction to the Contractor or Subcontractors independent of the CM or Engineer, nor interfere with means, methods, or safety practices, unless explicitly required by contract provisions.

  • Authorize changes to the contract or approve substitutions.
  • Exceed the authority of the Engineer or CM.
  • Direct means, methods, safety, or sequences of construction.
  • Assume responsibilities of the Contractor or their staff.
  • Conduct specialized testing unless directed by the CM.
What you'll need
  • Graduate High School/GED and minimum 5 years of experience in field construction or bachelor’s degree in construction management, Engineering, EIT - Preferred.
  • Knowledge of construction practices, scheduling, contract documents, and project controls.
  • Knowledge of civil engineering principles, practices and methods as applicable to a municipal setting; working knowledge of applicable laws, standards and regulations relating to construction, inspection, and safety.
  • Considerable knowledge of public works inspection methods.
  • Considerable skill in reading and interpreting construction drawings, plans and specifications, and contract documents
  • Ability to prepare, organize and maintain inspection field and office data, reports and systems.
  • Spoken and written fluently in English.
  • Strong writing, reading, listening and speaking communications skills.
  • Good interpersonal and teamwork skills.
  • Self-motivated and resourceful, with the proven ability to multi-task and operate successfully under tight deadlines and time pressures.
