Founded in 2011, the International NGO Safety Organization (INSO) is an international NGO that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations, and training. INSO provides daily support to more than 1,500 NGOs operating in 24 of the world’s most insecure countries. INSO Syria

The Syria program supports more than 290 NGOs to deliver vitally needed aid and assistance to an estimated 13.1 million people in need across the country. First launched as an emergency response operation in 2014, INSO Syria has grown to become a program covering all Syrian governorates, with a Country Office in Damascus. The Syria conflict is unique and complex: you will find that every day is different and there is always more to learn.

Job Summary

International NGO Safety Organisation Syria is currently recruiting a Deputy Safety Advisor (ASA) to support multiple operational teams across Syria, including positions based in Raqqa and within Mobile Team locations. As the Deputy Safety Advisor, you will support the Safety Advisor in delivering INSO’s core services to NGOs, including information collection, analysis, reporting, partner engagement, and crisis management support. Also, you will contribute to maintaining relevant and field-oriented services, support the management of local information networks, and assist in overseeing team operations, including acting in the SA’s absence

Main Responsibilities

  • Assist the SA with the regional representation of INSO and the delivery of service.
  • Coordinate the national team in the region and lead service delivery in SA’s absence.
  • Collect and verify incidents and events in the region that relate to the safety of NGO workers operating in the area.
  • Manage and update incident databases to ensure the organisation’s records are accurate and complete. Support and verify incident entries made by ASA to CHDC.
  • Assist the Safety Advisor in preparing and issuing regular reports, area assessments, and other INSO products requested by the aid community.
  • Work with the Safety Advisor to analyse the operating environment and identify trends. Use data and databases to create charts, data visualisations, and maps.
  • Lead and deliver on field assessments by conducting frequent field missions and engaging with stakeholders/authorities.
  • Work in proximity with NGO partners in the field
  • Attend regular humanitarian coordination meetings to build relations with partners and remain up to date on humanitarian activities in the area.
  • Work with the Safety Advisor and the SA Assistant to identify, hire and train field monitors for the purposes of ensuring robust and even information collection.

Knowledge, Skills, and Experience

  • Strong analytical and report-writing skills with attention to detail.
  • Strong written and spoken English and Arabic.
  • Good understanding of security and conflict dynamics across Syria.
  • Relevant experience with humanitarian organisations in security, safety, access, or programme-related roles.
  • Proficiency in Microsoft Office and Windows applications.
  • Understanding of NGO safety management principles and willingness to learn.
  • Ability to build and maintain professional relationships with partners.
  • Willingness to travel periodically between INSO field offices in Syria.
  • Bachelor’s degree in social sciences, humanitarian affairs, security, or related field, or equivalent professional experience.
  • Understanding of humanitarian principles, including neutrality and impartiality.

  • Experience with databases or incident tracking systems.

Duty Station & Mobility Requirements

Deputy Safety Advisor – Raqqa Team
Duty station: Raqqa, Syria. The position supports INSO’s operations across North-East Syria, with a primary focus on Raqqa and the surrounding areas. Regular field travel within the region may be required depending on operational priorities.

Deputy Safety Advisor – Mobile Team
Duty station: Damascus, Aleppo, Qamishli, or Raqqa, depending on operational needs and candidate preference. The role provides country-wide operational support across all INSO regions in Syria and requires frequent travel, including short-notice deployments to support assessments, regional teams, and evolving operational priorities.

Terms & Conditions

12-month renewable fixed-term contract,1.75 working days annual leave per month, private health insurance coverage, or allowance.
