Job Summary
The Instrumentation Commissioning Specialist will support NASA’s Mobile Launcher 2 (ML2) testing and commissioning program, supporting instrumentation testing activities, coordinating joint testing activities from a temporary control room with Construction and the I&C Subcontractor and ensuring tests comply with the design verification requirements set by NASA. The Instrument specialist will report to the I&CS lead, however, be capable of planning and executing specific work scopes, be accountable for self, to adhering to all safety, quality, ethical, and contractual requirements and commitments. Both design and commissioning phase activities will be performed at Kennedy Space Center (KSC).
Job Description
- The CS Specialist will provide support for I&CS deliverables and development of commissioning plans, procedures, test matrixes, and temporary Allen Bradley PLC Configurations (including but not limited to basic I/O sequencing, Temporary Databases & HMI graphics, and ModbusTCP/IP address lists) for instrumentation and control system test activities.
- During the design phase of the project, principal responsibilities will include, but are not limited to, the following:
- Perform revisions to existing scoped drawings, subcontract packages, site-specific test plans, procedures, and detailed schedules.
- Prepare Advanced Work Packages (AWP), development of specific Instrument Inspection & Test Records (ITPs).
- Prepare Test Matrices to support Instrument ITR assignments within TeamWorks / Completions database.
- Support the balance of engineering design, through interface meetings, engineering & supplier design and procurement documentation reviews.
- Assist with determining, Spare Parts and support the development and expediting of required purchase requisitions (FMR’s.)
- Provide input to Engineering for system and equipment drawings, system testing and demonstration requirements matrices, 3-D model, vendor drawings and manuals, and other documentation.
- Prepare detailed startup test plans, procedures, and work packages for assigned system commissioning activities, integrating all discipline activities into these plans and in close coordination with NASA/Comet engineering teams.
- Prepare Instrument specific Test Work Packages. Prepare specific Instrument Installation Inspection Records.
- Prepare Instrument Calibration Requirements and perform Field Level Instrument Installation Inspections, Calibrations and Functional Tests.
- Apply knowledge of NASA, industry, and regulatory standards and specifications for development of Instrument test plans and project-specific procedures.
- Support design reviews and functional activities.
- Perform subsystem walkdowns and manage closeout of punch list items.
- Prepare Job Hazzard Assessment (JHAs) and Field Level Hazard Assessments (FLHA’s)
- Prepare work permits.
- Support turnover package development (AWPs) and formal subsystem handover activities.
- Commissioning Phase Activities: During the commissioning and testing phase of the project, the CS Specialist's principal responsibilities will include, but are not limited to, the following:
- Perform ML2 Instrument testing, commissioning, and startup activities. This will require coordinating with NASA, Engineering, Construction, and other Commissioning disciplines to complete all required testing.
- Prepare system testing and turnover documentation including scoped documents, test records, test procedures and other required documents.
- Complete testing per Company Corporate Standard Test and Commissioning Procedures (STCP) and Standard Work Process Procedures (SWPP), project-specific, and other procedures.
- Review and approve completed test records, data sheets, procedures etc. to fully document testing activities performed by I/CS team, including subcontractors and technical advisors.
- Coordinate with and provide directions to supplier Technical Advisors (TA) to complete commissioning of vendor supplied equipment.
- Monitor supplier TA activities to ensure proper time charging (i.e. ensure Company is not charged for TA time spent addressing vendor issues). Plan work accordingly and control the expenditure of TA time to stay within the budget constraints for each PO.
- Report and document work activities on a daily basis, in accordance with applicable procedures.
- Provide input and updates to the I&CS Lead to support project schedules, QURR, EVMS and other progress tracking tools.
- Prepare required design change and non-conformance documents in accordance with Company procedures as required to document as-built conditions and/or properly resolve deficiencies.
- Supervise field manual craft as required to perform assigned tasks; monitor and control craft performance and be accountable for performance of the craft against the budget.
- Participate in system turnover walkdowns for both Construction turnovers and Customer handovers; initiate, track and resolve punch list items for assigned areas of responsibility.
- Perform startup and commissioning work in accordance with applicable project specific and corporate procedures and guidance.
- Use well-developed interpersonal skills to interact closely and frequently with customer, operations, and maintenance personnel while maintaining a level of commercial awareness that does not create adverse exposure to the project’s financial and schedule positions.
- Use Microsoft Word, Excel, Access and Company Standard Applications (Setroute, Unifier, TeamWorks etc.) in the execution of work assignments. Develop Instrument Calibration specifications / requirements.
- Perform other duties as directed in support of project activities.
- Work hours as required, including shiftwork, overtime, nightshift weekends and holidays as necessary to support the project; Overtime will be limited to meet NASA policy.
- The expected duration of the assignment is approximately 1.5 year.
Skills Required
- Education and Experience Requirements:
- A minimum of 5-7 years of experience in testing, calibrations, system startup, and commissioning specifically related to field instrumentation is required.
- At least 5 years of experience in supervising and managing craft workers to perform commissioning activities.
- Required Knowledge and Skills:
- In-depth knowledge in the areas of instrumentation (knowledge in controls systems an advantage) and knowledge of principles and practices related to sound design, testing, and operation.
- Good knowledge of related safety, construction, and engineering practices and the economics involved.
- Knowledge of industry and regulatory standards, safety requirements, and design criteria, specifically including energy isolation management (lock-out-tag-out) and NFPA-70E.
- Skilled in standard software tools, including Excel, Word, and Access, to plan and track work progress.
- Skilled in Instrument selection, installation, calibrations and functional testing.
- Familiarity with PLC configuration development using such programs as Rockwell RSLogics 5000.
- Skilled in oral and written communication. Previous NASA or aerospace Instrumentation commissioning and testing experience is an advantage.
- Previous experience and knowledge of Company Startup and Test procedures, programs, and processes.
- Previous experience as a Company I&C or Control System Startup/Commissioning specialist, scheduling and performing system testing and commissioning, and using automation tools such as Setroute and TeamWorks.
- Previous experience in early planning of commissioning and testing scope to include startup system scoping, scheduling, and procedure writing.
Education/Training/Certifications
- Education and Experience Requirements:
- Bachelor’s degree from an accredited university in Engineering or related field and 8-10 years of relevant experience or 12-14 years related experience which may include commissioning, testing, engineering, operations, maintenance, industry, or military experience with at least 9 years of testing and commissioning experience.
