Kundlas Consulting Group LLC is a professional consulting firm specializing in construction inspection and compliance services for public infrastructure projects. Our core services include on-site inspection of roadway, bridge, and utility construction to ensure adherence to engineering specifications, safety standards, and contract requirements. We support clients with daily reporting, materials testing coordination, schedule tracking, and quality assurance oversight. Additional services include project management, grants management for federally funded infrastructure and disaster recovery programs.
About the Role:
The Subcontract Administrator will support the U.S. Army Corps of Engineers (USACE) READI contract by administering contracts and subcontracts associated with emergency response, disaster recovery, infrastructure restoration, and resiliency projects. This role is responsible for managing subcontract administration activities throughout the project lifecycle to ensure compliance with contract requirements, federal regulations, company policies, and USACE standards.
The Subcontract Administrator will coordinate with project managers, technical staff, procurement personnel, subcontractors, and government stakeholders to support subcontract execution, performance monitoring, invoice processing, document management, and contract compliance activities. The position plays a key role in ensuring subcontracting activities are effectively managed to support successful project delivery under time-sensitive and mission-critical conditions.
Minimum Qualifications:
- Bachelor’s degree in Business Administration, Contract Management, Construction Management, Procurement, Finance, or a related field.
- Demonstrated experience in contract administration, subcontract administration, procurement, or related contract management functions.
- Strong understanding of contract terms and conditions, subcontract administration practices, and compliance requirements.
- Experience maintaining contract records, tracking deliverables, and supporting subcontract performance management.
- Proficiency with Microsoft Office Suite and contract management systems.
- Strong organizational, analytical, and problem-solving skills.
- Excellent written and verbal communication skills with the ability to coordinate with internal teams and external subcontractors.
Preferred Qualifications:
- Experience supporting USACE, FEMA, DoD, GSA, NAVFAC, or other federal government contracts.
- Familiarity with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and federal subcontracting requirements.
- Certification in Contract Management, such as Certified Professional Contracts Manager (CPCM), National Contract Management Association (NCMA) certifications, or equivalent credentials.
- Experience supporting Architectural-Engineering (A-E), construction, infrastructure, or disaster recovery contracts.
- Familiarity with project management software and contract tracking systems.
- Experience managing multiple task orders, subcontract agreements, and compliance requirements simultaneously.
Responsibilities:
- Administer contracts and subcontracts supporting emergency response, disaster recovery, infrastructure restoration, and resiliency projects.
- Prepare, review, process, and maintain subcontract agreements, modifications, amendments, and related contract documentation.
- Coordinate subcontractor onboarding activities and ensure compliance with contractual, regulatory, and project-specific requirements.
- Monitor subcontractor performance, deliverables, schedules, and compliance throughout contract execution.
- Review subcontractor invoices, verify accuracy against contract requirements, and support payment processing activities.
- Maintain organized contract files, correspondence records, compliance documentation, and audit-ready records.
- Coordinate with project managers, procurement personnel, finance teams, legal advisors, and subcontractors to resolve contract-related issues.
- Support contract modifications, change management activities, and subcontract closeout procedures.
- Assist with reporting requirements, subcontract status tracking, and documentation supporting government audits and contract reviews.
- Support continuous improvement initiatives related to subcontract administration processes and contract compliance management.
Skills:
The ideal candidate must possess strong contract and subcontract administration expertise to support the successful execution of federal emergency response and recovery projects. A thorough understanding of contract management principles, subcontract compliance requirements, documentation procedures, and procurement practices is essential for maintaining accurate and compliant contract records. The candidate should demonstrate strong organizational and analytical skills to manage multiple subcontract agreements, track deliverables, monitor performance, and ensure timely completion of contractual obligations. Experience reviewing invoices, contract modifications, subcontractor documentation, and compliance records is critical for supporting effective project administration. Strong problem-solving and negotiation skills are necessary to address contract issues, coordinate corrective actions, and support dispute resolution when required. Excellent written and verbal communication skills are essential for coordinating with project teams, subcontractors, government representatives, and corporate stakeholders. Familiarity with federal contracting requirements, FAR-based contracting environments, and disaster recovery programs is highly desirable for successful performance under the USACE READI contract.
