This position is a Master's level clinician that is embedded in the Tuscaloosa PoliceDepartment (TPD) as a community outreach therapist, case manager, and liaison. Theessential job functions are to accompany TPD case managers/social workers and officersas assigned to assist with individuals in the community who may need assessments andlinkage to mental health and/or substance use treatment services. This clinician mayprovide crisis intervention and follow-up services at locations throughout the City ofTuscaloosa. The clinician may also link individuals to an array of mental health and/orsubstance use services or any other array of community resources identified as a need.The clinician will provide consistent follow-up to individuals identified as needing such toensure engagement in needed services and treatment. This clinician will work closely withHope Pointe Crisis Center staff to link referral and transport of individuals to the CrisisCenter, either through Hope Pointe transport staff or the Hope Pointe Mobile Crisis Team,TPD officers, or EMS. The clinician will be a full-time employee of Indian Rivers BehavioralHealth but will be physically located at a location designated by the Tuscaloosa PoliceDepartment Commander of the Behavioral Intervention Team, at one of their facilities. Theclinician will receive case assignments from the Commander of the Behavioral InterventionTeam or his/her designee. Case assignments will be based on whether the involvedindividual is currently engaged with IRBH services or would benefit from such. Theclinician will be equipped with an agency cell phone and laptop to facilitatecommunication and documentation. The clinician will also be required to review andcomplete the Memorandum of Understanding for this specific program given itsassignment to the Tuscaloosa Police Department and comply with the terms, conditions,and obligations therein.

Full-Time; Monday-Friday (8:00am-4:00pm)

Competencies:

1. In-depth knowledge of medications: medical purpose for usage, administration details, possible complications, side effects, interactions; psychotropic purpose for usage, administration details, possible complications, side effects and interactions.

2. In-depth knowledge of physiological responses to medical illnesses and treatment

3. In-depth knowledge of psychiatric illnesses and treatment.

4. In-depth knowledge of substance use disorders, sign/symptoms and treatment.

5. Excellent ability to work within the agency to effectively serve the needs of the clients.

6. Ability to formulate and implement a holistic case plan from information obtained from clients, their family members (when appropriate) and past and present referral resources.

7. Excellent ability to work with the Tuscaloosa Police Department and Indian Rivers' program staff in a cooperative, supportive manner.

8. Must be able to successfully meet State training requirements to ensure the delivery of comprehensive, effective, and efficient recovery services to individuals within the agency's target populations

9. Must possess excellent verbal and written communication skills.

10. Must be able to organize and prioritize a variety of tasks.

11. Must possess excellent ability to comprehend and maintain program standards.

12. Knowledgeable in cultural diversity.

13. Competent computer skills.

Essential Functions/Job Responsibilities:

  1. Ensure that all assigned duties are implemented according to the Alabama Department of Mental Health Standards.

    2. Assess the client's need for services.

    3. Provide the appropriate interventions and facilitate referrals to all the services and resources needed.

    4. If intervention is not within departmental scope of services, ensure that client is linked to the appropriate resource.

    5. Complete appropriate reviews of clinical documentation at all times; reviews should assess client's response to treatment, the accuracy of previously defined goals, objectives and interventions, and support the need to continue or discontinue any part of the treatment plan.

    6. Complete documentation within established times per Indian Rivers' policy (within 2 business days). Ensure complete and accurate data is maintained in AVATAR, (diagnosis approval, admission flow, open episodes, enrollment, etc.)

    7. Attend and actively participate in treatment team meetings as assigned.

    8. Ensure safety of clients, preserving basic human and legal rights.

    9. Demonstrate appropriate and ethical behavior at all times.

    10. Demonstrate a positive attitude toward work and the completion of work assignments.

    11. Respond to phone calls/communication in a timely manner.

    12. Provide consultation and education to the general public and agency partners as needed.

    13. Provide information about mental health services and substance abuse services to members of the general public, judges, physicians and referral agencies to ensure proper referrals for client services.

    14. When necessary, transport clients in a company vehicle, ensuring that company vehicle is operated in a safe manner and that appropriate staff are notified if there is an accident or if the vehicle is in need of service.

    15. Ensure that agency vehicles have pre-trip inspections, monthly maintenance checks, and provide report documentation to supervisor and Facilities Manager.

    16. If a company vehicle is not available, utilize personal vehicle to accomplish work related duties. Indian Rivers will reimburse mileage.

    17. Provides outreach community services, including home visits to clients, as required by supervisor or program standards.

    18. Represent the Organization in an accurate and professional manner.

    19. Follows IRBH Policy and Procedures.

    20. Maintain communication and awareness of current Organization events by reading memos, emails, bulletin boards, and communication logs.

    21. Work independently and/or with teams to complete assigned tasks accurately and in a timely manner with minimum supervision.

    22. Support Organizational Code of Conduct, Standards Compliance, HIPAA and Security Programs by ensuring job tasks are performed in a legal and ethical manner, assessing the work area for non-compliance and notifying the supervisor, manager, Executive Director or designee as appropriate, and maintaining training requirements and understanding that training is a required condition of employment.

    23. Adhere to attendance and punctuality policy by allowing adequate time to arrive, clock-in and assume responsibilities at designated time, adhering to meal and break times and making timely requests for annual leave and reporting the need for sick leave in accordance with policy.

    24. Comply with all standards related to safety and health by maintaining current TB Test, CPR/First Aid, CPI, and by reporting infections and on-the-job injuries in accordance with policy.

    25. Identify opportunities for improving the quality of services provided by the department and the organization.

    26. All other duties and responsibilities as assigned by the Supervisor or Executive Director.

Minimum Qualifications:

1. Master's degree in behavioral sciences required.

2. Current Alabama driver's license and good driving record as defined by Indian Rivers' policy.

3. Must be able to read, write legibly, speak, and comprehend English.

4. Must be willing and able to complete minimal and remedial training in certain procedures and equipment usage of the Tuscaloosa Police Department.

Working Conditions: Works in general office environment and in outpatient facilities; may require long hours. Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to, computer, copier, multi-line phone and fax machine. Some risk involved in the event of aggressive/out-of-control clients.
