Role Purpose

The Director of Finance, HR & Compliance provides strategic leadership for CAMP's financial operations, human resources, compliance, and organizational infrastructure. This role is responsible for ensuring the financial health and regulatory compliance of both CAMP's nonprofit operations and any affiliated for-profit entities. The Director oversees accounting, financial reporting, tax compliance, audits, payroll administration, benefits, and HR operations while developing scalable systems that support organizational growth.

This position partners closely with the Executive Director, Board Treasurer, CPA, auditors, payroll providers, and external vendors to ensure strong financial stewardship, compliance, and operational excellence. While the Director oversees payroll strategy, controls, and compliance, day-to-day payroll processing is managed by designated staff or external providers.

Collaborates with:

Executive Director, Leadership Team, Board Treasurer, CPA, external auditors, payroll and benefits vendors, legal counsel, and program leadership.

Tax & Audit Compliance

  • Successful completion of annual nonprofit and for-profit audits.
  • Accurate and timely preparation and coordination of all federal, state, and local tax filings.
  • Timely filing of IRS Form 990, corporate tax returns (as applicable), payroll tax filings, charitable registrations, and business licenses.

HR & Organizational Operations

  • Efficient HR systems supporting recruitment, onboarding, compliance, employee development, and retention.
  • High employee satisfaction with HR, benefits, and operational support.

Payroll & Benefits Oversight

  • Accurate and compliant payroll administration through established providers.
  • Effective oversight of payroll controls, benefits administration, and regulatory compliance.

Organizational Compliance

  • Full compliance with federal, state, employment, nonprofit, grant, and corporate reporting requirements.
  • Clean audit findings and strong internal control environment.

Core Responsibilities

1. Financial Leadership & Accounting

  • Lead all organizational accounting functions and financial operations.
  • Oversee monthly close process and ensure timely, accurate financial reporting.
  • Review general ledger, reconciliations, journal entries, and financial records.
  • Prepare monthly, quarterly, and annual financial statements.
  • Develop budgets, financial forecasts, and cash flow projections.
  • Monitor organizational financial performance and recommend strategic improvements.
  • Manage restricted and unrestricted funds, grants, and fund allocations.
  • Partner with leadership on financial planning and long-term sustainability.

2. Tax, Audit & Regulatory Compliance

  • Lead annual financial audits for nonprofit and affiliated for-profit entities.
  • Coordinate with external auditors and tax professionals throughout audit and tax engagements.
  • Ensure compliance with GAAP, nonprofit accounting standards, and applicable tax regulations.
  • Maintain strong internal controls and documentation supporting audit readiness.
  • Monitor regulatory changes affecting nonprofit and corporate operations.

Oversee preparation and filing of:

  • IRS Form 990
  • Corporate tax returns (where applicable)
  • State charitable registrations
  • Payroll tax filings
  • Sales and use tax filings (if applicable)
  • Business licenses and annual reports

3. Human Resources Leadership

  • Lead all HR operations throughout the employee lifecycle.
  • Oversee recruitment, onboarding, performance management, employee relations, and offboarding.
  • Maintain compliant personnel records and HR documentation.
  • Develop and implement HR policies, procedures, and employee handbooks.
  • Advise leadership on employment practices and organizational development.
  • Ensure compliance with federal and state employment laws including FLSA, FMLA, ADA, EEOC, COBRA, ACA, and other applicable regulations.
  • Foster an employee-centered culture supporting engagement and retention.

4. Payroll & Benefits Oversight

  • Provide strategic oversight of payroll administration through ADP, BambooHR, or other payroll providers.
  • Review and approve payroll prior to processing while ensuring appropriate internal controls.
  • Oversee payroll compliance, reporting, and year-end activities.
  • Ensure accurate payroll tax reporting and W-2/1099 preparation through payroll providers.
  • Oversee employee benefits administration, vendor relationships, and annual open enrollment.
  • Monitor payroll policies, PTO administration, and compensation practices.

5. Risk Management & Organizational Compliance

  • Maintain organizational insurance policies and annual renewals.
  • Ensure compliance with grant requirements and funding regulations.
  • Oversee compliance reporting for federal, state, and local agencies.
  • Maintain corporate records, registrations, and governance documentation.
  • Develop and strengthen organizational policies, procedures, and internal controls.

6. Leadership & Strategic Operations

  • Serve as a strategic advisor to the Executive Director and Board on financial and operational matters.
  • Present financial reports and compliance updates to the Board of Directors.
  • Identify opportunities to improve organizational efficiency through systems and process improvements.
  • Supervise finance and HR staff while supporting their professional growth.
  • Manage relationships with external accountants, auditors, payroll providers, benefits brokers, banks, and legal counsel.

Required Qualifications

  • Bachelor's degree in Accounting, Finance, Business Administration, Human Resources, or related field (Master's preferred).
  • 710 years of progressive experience in finance, accounting, HR, or operations leadership.
  • Experience overseeing finance and compliance for both nonprofit and for-profit organizations strongly preferred.
  • Demonstrated experience managing annual financial audits and tax compliance.
  • Strong knowledge of nonprofit accounting, GAAP, internal controls, and financial reporting.
  • Experience overseeing payroll systems and employee benefits administration.
  • Experience managing grants, restricted funding, and nonprofit financial compliance.
  • Excellent leadership, communication, and organizational skills.
  • High level of integrity, discretion, and sound judgment.

  • SHRM-CP or SHRM-SCP
  • PHR or SPHR
  • Certified Nonprofit Accounting Professional (CNAP) or similar nonprofit finance credential
