Social Worker - Intensive Community Mental Health Recovery
Summary
This position is eligible for the Education Debt Reduction Program (EDRP) - a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval - award amount (up to $200 -000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
- The basic requirements for employment as a VHA social worker are prescribed by statute in 38 U.S.C. § 7402(b)(9) - as amended by section 205 of Public Law 106-419 - enacted November 1 - 2000
- To qualify for appointment as a social worker in VHA - all applicants must meet the following: a
- Citizenship
- Be a citizen of the United States
- (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3 - section A - paragraph 3g this part)

- Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE)
- Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited
- A doctoral degree in social work may not be substituted for the master's degree in social work
- Verification of the degree can be made by going to to verify that the social work degree meets the accreditation standards for a masters of social work

- Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level

- In all cases - social workers must actively pursue meeting state prerequisites for licensure or certification starting from the date of their appointment
- Failure to become licensed or certified within the prescribed amount of time will result in removal from the GS-0185 social worker series and may result in termination of employment

- In addition to the experience above - the candidate must demonstrate all of the following KSAs: (a) Ability to utilize a Veteran centric approach when providing interventions and counseling for Veterans - their family members - caregivers - and survivors
- (b) Ability to assess the psychosocial functioning and needs of Veterans and their family members - and to formulate and implement a treatment plan - identifying the Veterans problems - strengths - weaknesses - coping skills - and assistance needed
- (c) Ability to implement treatment modalities in working with individuals - families - and groups to achieve treatment goals
- This requires judgment and skill in utilizing supportive - problem solving - or crisis intervention techniques
- (d) Ability to establish and maintain effective working relationships and communicate with clients - staff - and representatives of community agencies
- (e) Fundamental knowledge of medical and mental health diagnoses - disabilities - and treatment procedures
- This includes acute - chronic - and traumatic illnesses/injuries
- common medications and their effects/side effects
- and medical terminology
- Social Worker - GS-11 Experience and Licensure
- Appointment to the GS-11 grade level requires completion of a minimum of one year of post-MSW experience equivalent to the GS-9 grade level in the field of health care or other social work-related settings - (VA or non-VA experience) and licensure or certification in a state at the independent practice level

- In addition to meeting basic requirements - a doctoral degree in social work from a school of social work may be substituted for the required one year of professional social work experience in a clinical setting

- In addition to the experience above - candidates must demonstrate all of the following KSAs: (a) Knowledge of community resources - how to make appropriate referrals to community and other governmental agencies for services - and ability to coordinate services
- (b) Skill in independently conducting psychosocial assessments and treatment interventions to a wide variety of individuals from various socio-economic - educational - and other backgrounds
- (c) Knowledge of medical and mental health diagnoses - disabilities and treatment procedures (i.e
- acute - chronic and traumatic illnesses/injuries - common medications and their effects/side effects - and medical terminology) to formulate a treatment plan
- (d) Skill in independently implementing different treatment modalities in working with individuals - families - and groups who are experiencing a variety of psychiatric medical - and social problems to achieve treatment goals
- (e) Ability to provide consultation services to new social workers - social work graduate students - and other staff about the psychosocial needs of patients and the impact of psychosocial problems on health care and compliance with treatment
- Preferred Experience: Applicants with specialized expertise in Substance Use Disorders (SUD) - including assessment - stabilization and evidence-based treatment interventions for individuals with co-occurring mental health conditions
- The Candidate should be proficient in providing integrated - trauma-informed care that supports engagement - harm reduction - relapse prevention - and sustained recovery
- Experience working with complex systems of care is highly valued - along with the ability to collaborate effectively with the interdisciplinary teams when coordinating care - reducing hospitalization risk - and promoting functional stability and community reintegration

Duties
- The Clinical Social Worker provides services in Tuskegee VA Medical Center's Intensive Community Mental Health Recovery (ICMHR)
- The primary responsibility of this position is to provide intensive case management services - continuous quality improvement activities - evaluation/consultation - psychosocial assessments - patient groups - individual therapy - placement services - and referrals to various community agencies and hospital services to ICMHR patients
- GS-9 Social worker will use professional judgment and close supervision to make decisions about services and treatment provided to Veterans and their significant others/family members
- The Social Worker seek regular and ongoing clinical supervision and consultation needed or at least monthly
- The social worker plays an integral member of the multidisciplinary team providing mental health services to patients in the ICMHR team
- The ICMHRS RANGE Program Social Worker provides clinical psychosocial and case management services to eligible veterans and significant others consistent with the goals and methods of ICMHRS and with all relevant medical center policies and procedures under the supervision of a fully licensed Master Social Worker
- With close supervision - provide comprehensive outpatient treatment - with major emphasis on case management for psychiatric patients who are chronic users of inpatient resources
- The incumbent is required to provide clinical support and/or treatment to an adult or geriatric patient population on a regular basis Intensive case management services will be provided to assigned patients and significant others - consistent with the goals of the ICMHRS Program Outreach and linkage with community agencies and groups will be maintained
- Utilize individual - family and group therapies and educational programs to provide psychosocial treatment and evaluation with documentation
- Target population encompasses a wide variety of individuals and families from various socioeconomic - cultural - ethnic - educational - and other diversified backgrounds
- Participate in team staffing regarding patient selection - determination of treatment plans and goals - progress evaluations - discharge planning - and aftercare
- GS-11 The Clinical Social Worker's caseload is complex based on the severity of the mental illness - co morbidities - and resistance to standard treatments
- Treatment interventions are innovative and highly individualized
- Patients are referred to the ICMHR program from the outpatient psychiatry clinics and the inpatient psychiatric unit
- The social worker will develop a psychosocial assessment of the veteran in collaboration with the interdisciplinary treatment team - the veteran - family members and significant others
- The incumbent demonstrates an understanding of the range of treatment and skills needed for all adult patients - being sensitive to human growth and development - age appropriate needs - and concerns of the veteran - and be able to provide current and advanced techniques to the treatment of the veteran population
- It is the responsibility of the Social Worker - working within the interdisciplinary treatment team - to share in the development of a treatment plan with the veteran based on this psychosocial assessment
- The Social Worker is responsible for contributing to the development of the treatment plan and setting SMART treatment goals with the veteran - family members/caregiver and other indicated stakeholders within the medical center
