Seabrook Solutions is seeking an experienced Engineer to provide technical support to NASA facilities located at Marshall Space Flight Center (MSFC). MSFC facilities house a broad range of technical, program management and administrative functions that directly support NASA’s mission. Maintaining functionality while being highly adaptable to the ever-changing research and development environment is paramount to the success of the nation’s space exploration vision. Engineers work closely with operational units to assure efficiency and reliability in critical systems.

Position Description:

The Reliability Centered Maintenance (RCM) Engineer shall perform assignments, duties, and responsibilities to meet the requirements of the RCM Engineering position in support of Marshall Space Flight Center (MSFC) Facilities Operations and Maintenance Support Services II (FOMSS II) contract. The RCM engineer shall monitor equipment and system performance, and initiate actions to resolve operational deficiencies, improve performance, increase reliability, and improve energy efficiency. The RCM engineer shall monitor the effectiveness of the Preventive Maintenance (PM), Predictive Testing and Inspection (PT&I) and Condition Based Monitoring (CBM) programs. The RCM Engineer shall manage and direct the implementation of the RCM program. The RCM Engineer shall also be involved in the facilities commissioning and retro-commissioning services. The RCM Engineer shall be a senior engineer in his or her primary discipline. Performs a variety of engineering assignments in planning and overseeing research, development, design, manufacturing, testing, installation, operation, and maintenance of diverse electronic/mechanical equipment and systems. Performs generally as a lead of a design, analysis or review team on the most complex engineering assignments.

Essential Responsibilities:

1 Support and perform design reviews.

2 Provide assistance and support in RCM and RCx activities.

3 Coordinate and work closely with other engineering, logistics, financial, and program management disciplines to define system specifications and requirements.

4 Establish and maintain a filing system or databases as needed for tracking project status.

5 Develop, maintain and produce technical documentation and system/subsystem specifications.

6 Conduct site visits and experimental investigations and analyze engineering problems, propose solutions and alternatives, and provide recommendations.

7 Verify and comply with engineering documentation standards, test procedures, and operations and maintenance activities.

8 Prepare, deliver and submit technical papers and perform engineering studies.

9 Organize and supervise a group of employees for RCM related activities.

10 Serve as technical expert and manager over systems, requiring expertise in diverse bodies of knowledge, such as environmental and safety requirements, systems integration, equipment monitoring, and utility metering.

11 Maintain up-to-date technical expertise in assigned systems and knowledge of current trends in industry.

12 Provide technical assistance, data entry, and administrative support, to support the work under the FOMSS contract.

13 Monitor and analyze the RCM program, including PT&I data, to identify impending equipment failures, optimize maintenance quality, timeliness of maintenance, system reliability, and overall program effectiveness.

14 Monitor equipment and system performance, and initiate actions to resolve operational deficiencies, improve performance, and increase reliability.

15 Investigate equipment failures and determine the actions necessary to prevent or mitigate similar future failures.

16 Perform root cause failure analysis (RCFA) and failure trend analyses on equipment.

17 Review the RCM Plan and make recommendations for continuous improvements based upon equipment history, PT&I data, and current and emerging industry practice.

18 Generate and provide ad hoc RCM-related reports to the Government, upon request.

19 Ensure that all PT&I data and analyses are available to the Government upon request.

20 Coordinate and assist with maintenance and update of Computerized Maintenance Management System (CMMS), including PM schedules, PM job plans, PT&I plans.

21 Assist with weekly email notification to building managers of upcoming PM and PT&I scheduled work.

22 Provide to the Government the contract-required deliverables Annual Work Plan, Five-Year Maintenance Plan, Headquarters Metrics Data, Reliability Centered Maintenance Plan, and Reliability Centered Maintenance Report.

23 Coordinate and assist with preparation and maintenance of maintenance procedures in compliance with the requirements of the contract.

24 Coordinate facilities commissioning and retro-commissioning services, including, but not limited to, systems testing for design and operational functional requirements, and identification of and coordination of adjustments and repairs necessary for correcting deficiencies discovered during retro-commissioning services.

Perform all other position related duties as assigned or requested.

Minimum Position Knowledge, Skills, and Abilities Required:

Bachelor’s Degree (BS) in Engineering or related scientific field from an accredited school and at least 10 years of job-related experience. Excellent communications and analytical skills. Working knowledge of computer systems and integrated software application programs. Position may require travel. Position may require the ability to pass and maintain a Security Clearance.

Work Environment, Physical Demands, and Mental Demands:

Most positions involve work typical of office environment with no unusual hazards, occasional lifting to 20 pounds, constant sitting with occasional use of computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness, must possess planning/organizing skills, and must be able to work under deadlines. Some positions involve work in environments (e.g., shipboard, labs, outside locations, etc.) where mechanical and electrical equipment, etc. are being installed, tested, analyzed/monitored, operated, and/or maintained. Equipment may be loud and noisy or have exposed moving components. Such positions may involve routine lifting up to 50 pounds, regular handling, grasping, kneeling and carrying, and constant use of vision and mental alertness is required.
