Northrop Grumman Defense Systems (NGDS) sector is looking for a **Manager, Programs 2** to lead software development program as part of the **Integrated Battle Command System (IBCS)** Operating Unit within the Global Command and Control Solutions (GC2S) Business Unit located in **Huntsville, AL** . **What is IBCS?** IBCS is a next generation integrated fire control system and is the centerpiece of the U.S. Army's modernization strategy for Air and Missile Defense. IBCS fuses multiple sensors and effectors to work together into one single picture and command and control system. IBCS gives the warfighters expanded battlespace views, aiding quickly and decisive decisions. IBCS integrates capabilities and products across all domains, delivering advanced warfighter capabilities. **Job Description Summary:** Program managers are responsible for leading all phases of program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). The primary objective will be the delivery of all contractual requirements under-cost, ahead of schedule, and first-time quality, while achieving all contractual requirements and creating customer intimacy to support value creation strategies and actions. The individual will lead a cross-functional organization aligned to common program performance goals. This is a full-time on-site position located in Huntsville, AL. Further resources include, but not limited to, Employee resource Groups (ERGs) for professional connections and advocacy, mentorship programs, tuition reimbursement for continuing education and 9/80 off Fridays to support work-life balance. **Primary responsibilities include:** + **Program Execution** + Leading and directing cross-functional Integrated Program Teams (IPTs) to meet program cost, schedule and technical performance requirements + Establishment and management of the program and subordinate baselines + Development and adherence to integrated master plans (IMP) and schedules (IMS) + Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools + Identification, distribution, tracking, and completion of program requirements + **Risk & Opportunity Management** + Conducting thorough risk & opportunity management practices including identification, mitigation and realization + **Contract Negotiation and Administration** + Ensuring program team understands and adheres to contract scope, and manages change through control board activities + Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions. + **Supplier and Resource Management** + Managing suppliers to meet program objectives + Identifying, allocating and managing program resources, including workforce planning + Managing Government/customer supplied property or information (GFE, CFE, etc.) + **Customer Relations and Business Development** + Cultivating customer relationships and intimacy to develop further opportunities within the customer community + Developing new business opportunities through long term strategic planning, capture planning, and development of proposals and business plans + **Compliance and Standards** + Adherence to all internal processes, policies, and applicable industry standards **Basic Qualifications:** + Bachelor's degree with 8 years or Master's degree with 6 years of experience supporting DoD programs + Minimum 6 years of experience leading the performance of tasks on schedule and at or under cost with use of program management tools such as Earned Value Management System (EVMS), Integrated Master Plan (IMP), Integrated Master Schedule (IMS), Risk and Opportunity Management, or similar business purposes + Experience in leading a Hardware and/or software product development program or a team, as a Program Manager or an IPT lead + Experience in program-level financial management and reporting (Earned Value Management, Control Account Management, Risk Management) + Demonstrated large-team organizational and communication skills + Understanding of organizational financial management and reporting (Annual Operating Plan) + Active Secret clearance or above **Preferred Qualifications:** + Bachelor's and/or master's degree in engineering + Experience leading large software development programs using SAFe + Experience in Air and Missile Defense domain + Experience leading competitive captures and proposals + Experience in implementation of DevOps/DevSecOps and Continuous Integration/Continuous Deployment (CI/CD) concepts Primary Level Salary Range: $149,400.00 - $224,000.00 The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
