The City of Alabaster Water department is seeking a motivated and detail-oriented Water Construction Services Specialist to assist with the inspection, maintenance, installation, and operation of water-related infrastructure projects. This position plays a vital role in ensuring the integrity, safety, and reliability of the City’s water distribution system through construction oversight, utility locating, leak detection, testing, and customer service support.
The ideal candidate will possess strong technical knowledge of water distribution systems, construction practices, and utility locating procedures while demonstrating excellent communication and teamwork skills.
Position SummaryThis position involves assisting in the inspection of water-related projects for the water division, including repairs, maintenance, and installation of water system infrastructure. Responsibilities include performing 811 utility locates, assisting with investigations of utility damage, GPS data collection, water system leak detection, administration of the backflow program, and supporting special projects as assigned.
The employee will coordinate with team members, managers, contractors, engineers, utility locators, and customers while assisting with required water system testing, including pressure and bacteriologic testing. Work may involve responding to customer concerns and ensuring proper water service is maintained.
Assignments are received orally and in writing from the Construction Services Manager, General Manager, and senior staff. Work is reviewed during progress and upon completion.
Essential Duties & ResponsibilitiesResponsibilities include, but are not limited to:
- Collaborate with co-workers, contractors, engineers, government agencies, survey crews, and customers to resolve construction issues, utility conflicts, and right-of-way concerns.
- Assist with inspections of new construction projects to ensure compliance with approved plans and Alabaster water division standards.
- Remain onsite during water main tapping operations.
- Assist with oversight of required 24-hour pressure testing and review pressure charts for leaks.
- Locate and mark underground utilities using electronic locating equipment.
- Assist with collection of GPS coordinates for Alabaster Water assets and integration into GIS mapping systems.
- Support pressure testing, bacteriologic testing, leak detection, and flow testing activities.
- Assist contractors, plumbers, and coworkers in locating water mains and service lines while preventing utility damage.
- Support the administration of the backflow prevention program, utility damage investigations, and meter installation oversight.
- Communicate with the public and adjacent property owners regarding project impacts and service concerns.
- Assist with meter change-outs and installation, repair, and replacement of water mains and service lines.
- Operate service trucks and related equipment for transportation to work sites.
- Participate in on-call rotations and respond to after-hours emergency callouts as needed.
- Complete special projects and additional duties as assigned.
- Maintain regular and predictable attendance in accordance with departmental schedules.
Successful candidates should possess:
- Working knowledge of water system gradients, distribution system mapping, and SCADA systems.
- Knowledge of water standard specifications, ADEM regulations, and safety procedures.
- Strong computer proficiency, including Microsoft Office, ArcGIS, utility locate systems, damage reporting, and construction administration platforms.
- Ability to read, interpret, and mark up construction plans.
- Strong organizational and decision-making skills with the ability to prioritize and complete assignments independently.
- Knowledge of hazards and safety precautions associated with water main maintenance and repair.
- Ability to communicate professionally with management, coworkers, contractors, developers, and the public.
- Ability to establish and maintain effective working relationships.
- Ability to train and assist coworkers as needed.
- Ability to prepare and maintain accurate written documentation.
- Ability to follow oral and written instructions.
- High School Diploma or GED required.
- Minimum of three (3) years of field experience related to the installation and repair of water mains and service lines with Grade I Water Certification from the Alabama Department of Environmental Management (ADEM) and Grade II Water Operator Certification required within 1 year of hire and or maximum of two attempts for continued employment.
- Ability to speak, read, and write English.
- Valid Alabama driver’s license required.
- Class B CDL preferred.
