Seneca Global Services, LLC is seeking an experienced COMSEC Manager to join our Huntsville-based team supporting the National Cyber Range Complex (NCRC). The NCRC plays a critical role in enhancing the resilience of DoD systems and the effectiveness of U.S. cyber operations by conducting full-spectrum test and evaluation, workforce training, and mission rehearsal events. As the NCRC continues to evolve as a best-of-breed cyber range, the COMSEC Manager will ensure secure communications and compliance with stringent cryptographic requirements that underpin mission readiness.

As a key member of the security team, the COMSEC Manager will be responsible for safeguarding, managing, and accounting for all COMSEC equipment, keys, and materials while coordinating closely with logistics, installation, security, event, and network personnel. The role requires cross-skill experience across various technology areas of the JMN program—not only to integrate effectively with other teams, but also to step in and assist those teams when needed. This includes working knowledge of secure networking environments. This is a mission-critical, on-site role performed daily within a Sensitive Compartmented Information Facility (SCIF).

Responsibilities include, but are not limited to :

  • Manage, safeguard, and maintain the inventory of COMSEC equipment and cryptographic keys.
  • Operate, maintain, and troubleshoot NSA-approved encryption devices, including TACLANEs and other General Dynamics encryptors.
  • Respond to Emergency Directives affecting cryptographic devices and communications security.
  • Ensure strict adherence to government and military COMSEC regulations, policies, and procedures.
  • Conduct regular inventories, inspections, and audits of COMSEC materials and equipment.
  • Maintain accurate accounting records and documentation for all COMSEC assets.
  • Conduct COMSEC security briefings and provide training to personnel on responsibilities and handling procedures.
  • Develop and deliver training programs for COMSEC and network security, ensuring technical staff and users understand responsibilities.
  • Assist in the development and maintenance of Implementation Plans and Desktop Procedures.
  • Handle, safeguard, and destroy COMSEC keys and classified material in accordance with regulations.
  • Prepare and submit required COMSEC reports and documentation to leadership.
  • Support incident response activities in the event of suspected or confirmed compromise.
  • Ensure physical security of COMSEC assets, including secure vault storage and access control.
  • Coordinate with cross-functional teams to support secure communications and maintain situational awareness.
  • Learn and apply crypto management tools as needed to support operations.
  • Collaborate daily with Logistics, Installation, Security, Event, and Network personnel to ensure seamless mission support.

Basic Qualifications:

  • Active Top Secret clearance with SCI eligibility.
  • Minimum of 5 years of experience working in COMSEC, secure communications, or cryptographic management roles.
  • Demonstrated proficiency with networking technologies such as DMVPN, MACsec, and MPLS.
  • Familiarity with NSA-approved encryption devices and COMSEC management procedures.
  • Ability to work on-site daily in a SCIF environment.
  • Strong organizational skills and attention to detail in maintaining inventory, audit records, and reports.
  • Ability to travel up to 25% in support of mission requirements.

Desired Skills:

  • Certifications such as CISSO, CISM, FITSP-M, GCIH, GCSA, etc.
  • Cisco networking certifications (e.g., CCNA, CCNP, CCSP).
  • Vendor-specific certifications such as JNCIA or Palo Alto ACE.
  • Familiarity with zero-trust architectures (Cisco ISE, Palo Alto).
  • Experience with automation tools (Terraform, Ansible, Power Automate) and cloud platforms (Azure, AWS).
  • Working knowledge of General Dynamics Agile Implementation, RMF principles, and ITIL.
  • Demonstrated ability to mentor, train, and lead diverse technical teams.

Equal Opportunity Statement:
Seneca Holdings provides equal employment opportunities to all employees and applicants without regard to race, color, religion, sex/gender, sexual orientation, national origin, age, disability, marital status, genetic information and/or predisposing genetic characteristics, victim of domestic violence status, veteran status, or other protected class status.
