JOB SUMMARY:

The Program Manager (PM) is responsible for the overall execution and performance of contract operations, serving as the primary point of contact (POC) for the Contracting Officer (KO) and Contracting Officer’s Representative (COR). This role ensures effective management of technical requirements, personnel, budgets, deliverables, and compliance standards while maintaining high-quality service delivery in support of mission objectives. The PM provides leadership, direction, and oversight across multiple functional areas, including IT operations, software development, cybersecurity, knowledge management, visual information systems, and Defense Travel System (DTS) support.

KEY RESPONSIBILITIES:

· Lead program execution, including planning, staffing, budgeting, and deliverables.

· Serve as primary liaison to KO/COR.

· Supervise staff and ensure quality control across all operations.

· Ensure contractor personnel do not perform Inherently Governmental Functions (IGF).

· Oversee support across IT operations, software development, cybersecurity, knowledge management, visual information systems, and DTS.

ESSENTIAL FUNCTIONS:

· IT Operations: Tier I/II support, system configuration, virtualization, cloud, and Cisco networking.

· Software Development: Microsoft 365, Power Platform, .NET, SQL, and web-based applications.

· Cybersecurity: RMF, FISMA, STIG compliance, eMASS, and incident response.

· Knowledge Management: Documentation, workflows, and process improvement.

· Visual Information: VTC and multimedia systems support.

· DTS: Travel system knowledge and JTR compliance.

REQUIRED QUALIFICATIONS:

· PMP Certification (required).

· Experience supporting DoD environments (SMDC preferred but Army desired).

· SME-level expertise in IT or Cybersecurity.

· Strong leadership and contract management experience.

CLEARANCE

· Must be able to obtain and maintain a Secret clearance with TS.
