Position summary:

The Proposal Pricing Analyst is responsible for developing, analyzing, and presenting cost and pricing data for proposals and contracts across federal, state, and commercial sectors. This role ensures compliance with government regulations (FAR/DFARS), supports strategic pricing decisions, and collaborates with cross-functional teams to deliver competitive and compliant pricing solutions.

Key Responsibilities
  • Develop cost and price proposals in response to RFPs, RFIs, and RFQs.
  • Analyze labor categories, direct and indirect costs, and profit margins.
  • Collaborate with proposal teams to align pricing strategies with technical and management volumes.
  • Ensure pricing compliance with government regulations including FAR, DFARS, CAS, and agency-specific guidelines.
  • Prepare cost narratives and pricing volumes for submission.
  • Conduct financial modeling, risk assessments, and scenario planning.
  • Support audits and negotiations with government agencies (e.g., DCAA, DCMA).
  • Maintain pricing databases and historical cost data for benchmarking.
  • Monitor contract performance and provide variance analysis and forecasting.
  • Assist in developing pricing strategies for commercial contracts based on market trends and competitive analysis
Relationships with Others' Jobs:
  • This position works closely with proposal managers, finance teams, contract administrators, and business development staff to ensure pricing strategies align with organizational goals and compliance requirements.

Qualification

  • Bachelor's degree in Finance, Accounting, Business Administration, or related field.
  • 3–5+ years of experience in pricing or financial analysis, preferably in government contracting.
  • Strong understanding of government contract types (CPFF, FFP, T&M).
  • Proficiency in Excel and pricing tools; experience with Deltek or similar ERP systems is a plus.
  • Excellent analytical, communication, and organizational skills.
  • Ability to work independently and manage multiple deadlines.
  • Experience writing cost/price volumes for proposals.
  • Familiarity with GSA schedules, IDIQs, and task orders.
  • Knowledge of commercial pricing strategies and market analysis.

PHYSICAL REQUIREMENTS AND ENVIRONMENTAL CONDITIONS

The physical requirements and environmental conditions of this position consist primarily of:

  • Frequent standing, sitting, and walking.
  • Visual acuity using a computer monitor for extended time (up to 8 hrs. per day)
  • Ability to occasionally lift to 30 pounds.
  • Continuous mental and visual attention, requiring constant alertness or activity.
