In this role, you will work under the direction and supervision of the Financial Specialist to ensure the successful and timely completion of payroll and personnel functions, receptionist duties, and various business office operations. Qualifications:

✔ Education & Experience:

1. Business-Related Associate’s Degree preferred (or 3-5 years of experience in lieu of a degree).
2. 3-5 years of accounting and/or payroll experience required.
3. High School Diploma or equivalent required.

✔ Required Skills:

1. Knowledge of payroll systems and procedures, general accounting principles, and bookkeeping.
2. Ability to work under pressure while maintaining accuracy and professionalism.
3. Strong numerical, analytical, and problem-solving skills.
4. Knowledge of federal and state payroll regulations.
5. Ability to effectively communicate and interact harmoniously with visitors and staff at all levels.
6. Must be able to perform the Essential Job Functions and meet Physical & Sensory Requirements as outlined below.

Administrative Duties:

1. Assist the Financial Specialist in ensuring smooth financial and business office operations.
2. Participate in developing and implementing plans of improvement as needed by the Administrator, Financial Specialist, Internal Auditor, or corporate/regulatory compliance consultants.
3. Answer phones professionally, take messages, and assist with clerical duties (typing, filing, copying).
4. Greet visitors and direct them appropriately.
5. Serve as a liaison between employees and HR, Benefits, and Accounting Departments for payroll and administrative matters.
6. Maintain confidentiality of records, files, and business transactions.

Payroll Duties:

1. Collect, calculate, and enter payroll data accurately according to policy.
2. Address payroll-related inquiries and maintain employee confidence by handling information discreetly.
3. Process payroll efficiently while adhering to policies and approval procedures.
4. Ensure compliance with payroll policies and regulations.

Applicant/New Hire/Onboarding Duties:

1. Guide walk-in applicants to the facility’s career website for job applications.
2. Assist with screening, processing applications, and coordinating new hire onboarding.
3. Conduct pre-employment background checks, drug screening, abuse registry checks, and OIG/state-specific pre-employment requirements.
4. Facilitate the Work Opportunity Tax Credit (WOTC) process on the first day of employment.
5. Process and enter new employee information into the payroll system.
6. Complete I-9 forms and E-Verify for new employees.
7. Distribute benefits packets to new hires and eligible employees.
8. Train employees on time clock usage and troubleshoot payroll issues as needed.

Human Resources Duties:

1. Maintain personnel files securely in locked cabinets.
2. Handle payroll, benefits, and HR inquiries from employees.
3. Conduct and track employee exit interviews.
4. Process wage and employment verifications for employees.

Workers Compensation, OSHA Reporting & Leave Management:

1. Complete Workers’ Compensation reports and submit them to the appropriate agencies.
2. Maintain the OSHA Job Injury Log per regulations.
3. Track employee leave usage and administer leave management with Department Managers and the Administrator.
4. Monitor transitional/light-duty assignments per HR policies.
